Sounded like they were trying to cover both sides of the issue.
The airlines are so duplicitous with their "blip is a blip" claim. The whole reasonhalf of the architecture exists is to serve them. Their operations necessitate a high cost system that has to be able to handle their worst case traffic loads, and then they try to pass the cost of that "system bloat" onto GA, which at last check never tried landing 150 Cessnas at once at ORD.
